Design services, preparation of tender documents and support for procurement and works management for the MCA-Senegal II Project ( 2021 - 2026 )
The MCA - Senegal II Transmission Network Modernisation and Reinforcement Project (Transmission Project), for the benefit of SENELEC, will result in the construction of 16 km of 225 kV submarine cables, 31 km of 225 kV underground cables and 2 new 225 kV substations, as well as the installation of 5 new 80 MVA transformers.
Within the framework of this project, the Consultant is in charge of the following activities:
- Carrying out detailed designs and environmental and social impact assessments (ESIA);
- Preparation of Resettlement Action Plans (RAP) in accordance with the Resettlement Policy Framework (RPF);
- Economic and financial analysis and assistance to MCA - Senegal II in defining the monitoring and evaluation framework;
- Preparation of tender documents (including environmental, social and health and safety clauses) for the construction works and implementation of the RAP;
- Assistance in the procurement and hiring of contractors;
- Construction supervision.
Project management assistance for the extension, reinforcement and densification of the distribution networks of component 2 of NELACEP ( 2021 - 2024 )
The general objective of the Niger Electricity Access project (NELACEP) is to increase access to electricity for households in order to contribute to the improvement of living conditions of populations in urban and rural areas. Component 2 of this project involves the extension and reinforcement of the distribution networks (medium and low voltage) in Niamey, in the chief towns of Niger's regions and electrification in rural areas.
Within the framework of this project, SOFRECO is carrying out the Project Management Assistance on behalf of the NIGELEC company.
Project management for the construction of the power line connecting the 30-MWp solar photovoltaic power plant in Ouagadougou ( 2021 - 2022 )
The overall objective of the project financed by GreenYellow is to build and commission a 30-MWp solar power plant, located approximately 30 km north-east of Ouagadougou, together with its 33-kV evacuation line, all connected to one of the existing 33/90-kV delivery substations in Ziniaré owned by Sonabel.
SOFRECO is responsible for supervising work on the 33-kV connection line and for commissioning the solar power plant and line.
Development of a National Master Plan for Electricity Generation, Transmission and Distribution ( 2021 - 2022 )
Within the framework of the Water and Electricity Services Improvement Project (Projet d’Amélioration des Services d’Eau et d’Electricité - PASEEL) financed by the World Bank, the main objective of this mission is to draw up a plan for the optimised development of the means of power generation, transmission and distribution of electrical energy in the Central African Republic over a period of 20 years (2020-2040) in order to meet the energy and power demands of the population and the national economy and to facilitate the integration of renewable energies.
SOFRECO carried out three master plans for power generation, transmission and distribution and also developed ESIA screening, a Geographic Information System (GIS), a financial and economic analysis, a modelling and an investment plan; static and dynamic simulations of the electrical system as well as a study of the tariff implications of the master plans.
Consulting services for design, review of tender documents, project management and supervision for Masaka-Mbarara 400 kV transmission line and associated substations ( 2020 - 2023 )
This project, jointly financed by the AFD and the KfW, aims at supporting the Uganda Electricity Transmission Company Ltd. (the Client) for the implementation of the Masaka-Mbarara 400 kV transmission line and associated substations.
It consists of two consecutive phases:
- Phase 1 involving the review, updating and additional study of the design documents, the preparation of the tender documents and support to the Client during the tendering process to select a contractor for the works (10 months).
- Phase 2 involving project management and construction supervision (18 months).
Assistance on project management for the integration of renewable energy (SENELEC) ( 2020 - 2025 )
SOFRECO is providing technical assistance to Senelec on the “Project for the strengthening and modernisation of the Senelec network for the integration of renewable energy” financed by the AFD and the EU. This technical assistance consists of support on the entire programme, on procurement and on the coordination, supervision and management of contracts. These contracts for services and works relate to the programme’s three components: generation (battery storage systems), networks (transmission and distribution) and smart grids.
Supervision of the construction works of a distribution project ( 2020 - 2023 )
The works supervised by SOFRECO are part of the Distribution Project of the MCA-Benin Compact II financed by the Millennium Challenge Corporation. Its purpose is to strengthen the distribution networks of Benin’s electricity utility, Société béninoise d'énergie électrique (SBEE). SOFRECO is in charge of lot B which includes design and construction to strengthen and rehabilitate the current electricity distribution network in Cotonou and Porto Novo (substations and power lines).
Preparation of Engineering Feasibility Studies for a Solar PV Plant (2MW) and Wind Turbines (2MW) and Technical Assistance to Al Yamoun (JSCJWV) ( 2020 - 2022 )
The feasibility studies for a Solar PV Plant (2 MW) and Wind Turbines (2 MW) for JSCJWV in Al Yamoun are part of the Nexus North Project.
This Nexus North project intends to continue AFD’s support in the implementation of institutional reforms in the water sector and enhance the sustainability of regional operators in Palestinian territories.The previous AFD funded projects were mainly focused on urgent and priority needs. Additional support needs have been identified in order to continue efforts to enable operators to become fully operational and sustainable, including the reduction of their energy cost for the provision of water services.
The Al Yamoun site has been identified for its wind and solar potential. The objectives of the services for Al Yamoun is to conduct a full feasibility study for both wind and solar options, including technical, economic, financial, environmental and social aspects. It includes the supply and installation of a wind measurement mast, as well as solar measurement equipment, which are both to be used to collect data for a year. The Consultant also prepares the tender documents for the EPC contract.
Technical audit services for the Lusaka low voltage distribution network ( 2019 - 2023 )
The Lusaka Transmission Distribution Rehabilitation Project intends to achieve the capacity reinforcement and expansion of the entire Lusaka HV-MV network (from 132kV down to 33kV and 11kV distribution lines) with associated bulk power substations and transformers.
The purpose of the technical audit services is to provide factual, regular reporting and advice to ensure the project has been implemented in accordance with the laid down contractual and technical specifications and requirements. Specifically, it aims to verify and control the organisational, technical, contractual and financial aspects of the project and the results achieved during its implementation.
