Development and implementation of a comprehensive and integrated health strategy under a sector wide approach focusing on pro-poor policies and fair financing for the poor with emphasis on health systems development, information systems and home and community based care. Institutional strengthening and capacity building in the context of health sector reform. Improvement of health care delivery for all levels of the health system (hospital, polyclinics and ambulatory care) with focus on community and home based care development.

Assistance to the Ministry of Health (MoH) to restructure the human resources, infrastructure and equipment in the health sector in order to improve the efficiency and effectiveness of health services and to optimise the use of resources. This was achieved through a) the development of a human resources plan, with clear definitions of required staff levels, skills and training requirements for the entire health sector, and b) an assessment of existing studies on the rationalisation of secondary and tertiary care hospital services in Chisinau with the identification of gaps and the development of a detailed time-based implementation strategy for each of the actions to be carried out.

The overall objectives of the programme were to: (i) encourage and accelerate the process of social and economic rehabilitation of the affected populations, and to contribute to the rehabilitation of basic public services and infrastructures, including the availability of health care, and (ii) support the re-establishment and functioning of key public Ministries.

General audit of the hospital and recommendations and proposal of actions to be carried out. Setting up of all the management instruments and tools appropriate in the different domains, including: accounting, budgetary, and tariff procedures, internal malfunctions, hospital property, administrative, financial and accounting organisation, and quality of patient care.
