Technical assistance to the Decentralization and Local Development Programme (DLDP) ( 2010 - 2011 )
The TA to the implementation of the DLDP in the Syrian Arab Republic includes:
- consolidating the institutional mechanisms to support local governance processes and modernising administrative units.
- improving service provision and local economic development through the establishment of comprehensive local (and regional) development strategies and an institutional framework.
- enhancing institutional and human capacities at various levels of local public administration.
The project was interrupted in May 2011 following the events in the country. The initial contract amount was EUR 6 994 000 and the initial duration was four years.

Cambodian Rubber International Certificate Issuance and Commercialization Support ( 2005 - 2009 )
The main objective of this project is to increase income for all stakeholders in the Cambodian rubber commodity chain. It aims: (1) to reorganize the commodity chain to achieve better commercial equity between the different stakeholders; (2) to secure additional currency earnings for the country in order to rectify an estimated loss of 8 million dollars per year due to discounting of Cambodian natural rubber on the international market; (3) to ensure higher employment in the sector on both smallholdings and estates.
Feasibility Study and Project Management Consultancy for the Construction of the Ibn Sina College of Nurses ( 2020 - 2021 )
AFD was approached by the Palestinian Ministry of Health (MoH) to finance the relocation and expansion of Ibn Sina College for Health Science (ISC), specialised in nursing and midwifery education. AFD considered new funding to ISC to be granted in 2020, where it could finance the construction and equipment of the new building, technical assistance to develop new curricula, an e-learning programme for ISC’s students and other students or allied health personal working in the Gaza Strip, and the establishment of partnerships with other nursing schools in the region or elsewhere.
A series of studies (fixed phase) was carried out to gain the AFD’s technical and financial approval of the planned project (optional tranche) before presenting the project to its board for a loan grant. Conseil Santé, SOFRECO and their Palestinian partners (UG and JUZOOR) were in charge of the feasibility study of this project in view of the validation of the financing by the AFD board of directors.
Ex-post evaluation of the Programmes of Support for Basic Social Sectors (PASSOBA) in education and health ( 2020 - 2021 )
The main objective of the Programmes of Support for Basic Social Sectors was to improve access to health and education services for vulnerable populations in nine regions of Madagascar. The evaluation used the five Development Assistance Committee (DAC) criteria (relevance, effectiveness, efficiency, sustainability and impact), the two specific EU criteria (EU added value and coherence with the EU strategy and with other Member States' actions) and took the cross-cutting themes into account (gender, the environment and the rights-based approach). An overall and independent analysis of the performance achieved during the implementation of the programmes has been carried out, in order to provide points for reflection for EU cooperation programming.
Development of a phase 1 business plan for a newly constructed district hospital in the City of Kigali ( 2018 - 2019 )
The objective was to perform a situational analysis of the future District Hospital of Nyarugenge in Kigali, in order to develop the business plan: analysis of the general context, stakeholders, legal framework and regulations, specific needs, available resources, etc.

Relevance and costs study of the SME/VK Project “Brawijaya University Teaching hospital Construction and Equipment Complement” ( 2019 - 2019 )
Conseil Santé participated in the evaluation carried out by ENABEL of the project submitted to FINEXPO (Export Financing, Government of Belgium) by SME and VK Construct. The project consisted in works and equipment of the Rumah Sakit University Hospital to turn it into a level B university hospital. The mission was aimed at evaluating the relevance and costs of the project submitted for financing.
Development of master plans for general reference hospitals (GRH) - phase 2 ( 2018 - 2018 )
The methodology included four phases:
- Definition of the strategy and regional orientations (updating of phase 1);
- Situation analysis of three general reference hospitals (GRHs) and definition of the future needs of six GRHs;
- Strategic options;
- Development of master plans for six GRHs.
Final evaluation of the 10th EDF Modernisation of the Health Sector Programme, phases I and II ( 2019 - 2019 )
The main objective of the programme was to improve the health care delivery system especially preventing and managing the prioritised chronic non communicable diseases. The evaluation used the five standard DAC evaluation criteria (relevance, effectiveness, efficiency, sustainability and impact), the two EU specific evaluation criteria: EU added value and coherence with the EU strategy in SVG and with other policies and Member State Actions, evaluation of mainstreaming of cross-cutting issues (gender and environment) and of the implementation of a right based approach.
