The Consultant acted as the Contracting Authority’s representative during the execution of the contracts to be carried out on the latter’s behalf by the constructors and suppliers. Under the authority of the Project Coordinator, the Consultant worked with the project implementation unit in the spirit of teamwork and broad consultation.

Niger's Solidarity-Health-Sahel Initiative (the I3S project, ‘Initiative Solidarité-Santé-Sahel’) supports the efforts of the government and its partners to achieve the MDGs. Its overall objective is to strengthen and ensure the sustainability of free child health care from 0 to 5 years old, and its specific objectives are to: i) simplify and secure the invoice circuit by deconcentrating the validation and payment of invoices to departmental or regional level; ii) improve the monitoring, control and governance of the system for exemption from payment of care at all levels, and; iii) establish innovative, sustainable funding mechanisms. It will work in synergy with the interventions of all actors involved, in order to consolidate the existing or planned child welfare system.
