Assistance to the Ministry of Health (MoH) to restructure the human resources, infrastructure and equipment in the health sector in order to improve the efficiency and effectiveness of health services and to optimise the use of resources. This was achieved through a) the development of a human resources plan, with clear definitions of required staff levels, skills and training requirements for the entire health sector, and b) an assessment of existing studies on the rationalisation of secondary and tertiary care hospital services in Chisinau with the identification of gaps and the development of a detailed time-based implementation strategy for each of the actions to be carried out.
