Training Needs Assessment and Identification of Capacity Setting Programme for the Mental Health Sector in Montenegro ( 2012 - 2012 )
Support to the Ministry of Health in achieving its mental health strategy through targeted technical cooperation aimed at capacity building within this field. Identification of skills and competency gaps for all mental health related staff categories, development and conduct of a training needs assessment for the staff categories concerned, development of a training plan including a training methodology, programme, calendar and budget, and development of the project proposal (project fiche).
Long Term Technical Assistance for the Capacity Development of the Public Health System and Support to the Implementation of the Health Policy ( 2010 - 2012 )
Building of institutional and human capacities in the public health sector, support for the implementation and monitoring of the National Health Policy and Plan (NHPP), covering three different result areas:
i. A decentralised health management system to improve effectiveness in the delivery and monitoring of the BPHS (Basic Package of Health Services), a cornerstone of the NHPP tackling health priorities.
ii. HRH planning, development and management at different levels of the public health system (MoHSW, county level).
iii. Pharmaceuticals management: improvement of the procurement and registration of adequate medicines, control of medicines and their adequate distribution to ensure suitable access for the whole population.
Study to support the development of a legal framework in line with the policy for enhanced health sector autonomy ( 2010 - 2010 )
The high disease burden, mainly related to communicable diseases, is inadequately dealt with by the current health system. The Ministry of Public Health’s development strategy therefore plans to strengthen the national health system’s performance by reorganising and better coordinating the different levels of the health pyramid.
This study aims to set up the legal foundations necessary for the decentralisation of the system and capacity building of the health districts.
Mid-term Evaluation of the Conflict Prevention and Peace Building II Programme (9 ACP ROC 22) ( 2010 - 2011 )
The objective of the mission was to evaluate the achievements of the programme 9 ACP ROC 22, namely to assist ECOWAS (Economic Community Of West African States) in acquiring an increased strategic, operational and management capacity to fulfil its mandate in the area of peace building and conflict prevention in a sustainable manner, and to make recommendations to improve the relevance, efficiency, effectiveness and sustainability of the programme.

The serious medical supply problems confronting the health sector in Papua New Guinea required technical assistance to build an empowered system that could develop rationalised pharmaceutical policies, regulate medicines and medical products, and manage the supply chain for the public health sector.
The reform was initiated with the implementation of functional units dealing with medical supplies within the National Department of Health (NDoH).
The technical assistance consists in providing leadership, operational management and continuous capacity building to the Procurement Unit of the NDoH.

This project included the provision of expert advice for the formulation and implementation of mental health policy, as well as the strategic planning and tutoring of different training modules in order to accelerate the incorporation of mental health into the Basic Package of Health Services (BPHS) and the Essential Package of Hospital Services (EPHS).

The general objectives of the present technical assistance were: (1) to provide the National Hygiene Institute (NHI) with modern statutes and missions that take into account its assets, the national policy and the context of biology in Moroccan public health, the European acquis and WHO recommendations; and (2) to strengthen, through reorganisation and restructuring, the NHI and the network of public health laboratories in order to create an efficient tool for the country’s public health, monitoring, epidemiological monitoring and health security, as a compliment to the existing clinical surveillance network, in conformity with the acquis communautaire and in the context of bringing the NHI closer to the international network of national laboratories currently being developed by the WHO for the country’s preparation and response to epidemics.
