Evaluation of the cooperation with Bolivia in the following sectors: justice, fight against illicit drugs, water, sanitation and natural resources management ( 2021 - 2021 )
An ex-post country level evaluation assignment on the European Union's co-operation strategy with Bolivia and its implementation during the period of 2014 to 2020 to identify key lessons and recommendations in order to improve the current and future European Union's strategies, programmes and interventions on cooperation in Bolivia.
The following focal sectors were selected for intervention in Bolivia in the current Multiannual Indicative Programme (MIP), and are to be evaluated under this assignment: 1) justice reform and the fight against corruption 2) the fight against illicit drugs and control of surplus coca cultivation, and 3) water, sanitation and natural resources management.
Support for the establishment of a National Monitoring and Evaluation System for the implementation of the Nationally Determined Contribution (NDC) ( 2021 - 2021 )
In the context of Axis 1 of the Adapt'Action Facility set up by Agence Française de Développement (AFD) to participate in the operationalisation of the Paris Climate Agreement and the implementation of the adaptation dimensions of Nationally Determined Contributions (NDCs), Niger is engaged in the implementation of a national monitoring and evaluation system of the implementation of the adaptation component of the NDC in Niger.
This tool, on the one hand, will form part of the national steering of the NDC implementation and will effectively respond to Niger's accountability in the context of the implementation of the Paris Agreement. In the long term, this tool could also contribute to the operationalisation of the future Measurement, Reporting and Verification (MRV) system that will be established to meet the accountability requirements of climate change mitigation. The mandate aims to: (i) support the Nigerien authorities in carrying out an inventory of existing monitoring and evaluation mechanisms, (ii) on the basis of the revised NDC and existing mechanisms, define in a participatory and consensual manner of the monitoring framework and the NDC monitoring indicators, and (iii) Develop a national tool for collecting and monitoring indicators to be informed by stakeholders at the cross-cutting and sectoral levels and support the MELCD in capacity building on the national monitoring and evaluation system.

SOFRECO provided expertise for the Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) for the construction of the Ruzizi III 147 MW hydropower plant, the third hydroelectric development on the Ruzizi River involving Rwanda, DR Congo and Burundi. The team of experts assessed and predicted potential adverse social and environmental impacts of the project, and developed suitable mitigation measures in consultation with stakeholders, in particular with Persons Affected by the Project (PAPs).

Strategic Environmental and Social Assessment (SESA) of the mining sector in Mali ( 2020 - 2021 )
Drafting of a Strategic Environmental and Social Assessment (SESA) of the mining sector. The objective of the assessment is to systematically analyse the environmental and social risks associated with all initiatives (exploration, sectorial organisation, investment, planning, techniques, operations, economics, revenue management, etc.) of the mining sector at the country level and to propose general measures for guaranteeing the sector’s sustainability.
Preparation and adoption of a general guide for the control and monitoring of mining activities for the Ministry of Mines and Quarries ( 2020 - 2021 )
The specific objectives of the mission are to:
- diagnose the existing monitoring and control mechanisms;
- sequence the monitoring and control actions by structure;
- propose an efficient and unifying approach to the various monitoring and control actions;
- have an operational guide to control by subject and by mining activity structure;
- have a priority action plan for the inspection of industrial mines.
Technical assistance for the regulatory review, monitoring of inspections, and integration of systems to monitor the compliance and performance of mining operators in Togo ( 2019 - 2021 )
When licences are granted to mining companies, monitoring and regular controls must be carried out on-site to reduce the adverse effects of mining activities that are behind numerous environmental, social and economic impacts. The structural capacity constraints of the Togolese mining administration, and often the lack of resources, continue to hinder the regular control and more efficient supervision of mining operations. The lack of regular control most often results in mining activities’ non-compliance with the regulations, which in turn do not always take account of the reality on the ground. This has multiple social and environmental implications and leads to a loss of income for the State in terms of fees and other taxes.
To tackle this problem, regular visits need to be made to the different mines and quarries.
The objective of this technical assistance is therefore to support the DGMG carrying out mining control operations and environmental inspections on a quarterly basis.
Technical Assistance for the development of Tunisia's Vision and Strategy for the Water Sector by 2050 ( 2018 - 2021 )
SOFRECO provided technical assistance to the Water 2050 Project initiated by the Ministry of Agriculture, Water Resources and Fisheries in 2009, which aimed to develop the country’s vision and strategy for the water sector through 2050. Within the Project Coordination Unit and under the supervision of the Director-General of BPEH, the TA involved: (1) preparing the launch of the project, particularly through the development and supervision of the implementation of a capacity building programme for the actors before the start of the study; (2) supervising, coordinating and controlling the quality of the strategic study; and (3) coordinating and managing the participatory process for the actors.
Advocacy for sanitation in Phnom Penh ( 2017 - 2018 )
The objective of the services is to define an advocacy argumentation and campaign in order to promote actions in the drainage and sanitation sector in Phnom Penh. More specifically the consultancy assignment aims at: (i) providing a study on sanitation and drainage levels of development in Phnom Penh (causes, consequences, bottlenecks, opportunities, etc.), (ii) using these elements to build an advocacy campaign (definition of target groups, of relevant communication tools, etc.); (iii) implementing a first phase of institutional mobilisation to assess the receptiveness of the stakeholders and finalise the advocacy campaign as required.
