Since 2005, the government of Togo has been aiming to implement a diversification policy in the mining sector, a major focus of economic development in the country. Over the last two decades, Togo's mining industry has mainly concentrated on unconsolidated phosphate for the production of fertilizer and phosphoric acid; SNPT is the key actor in this.
This study had three components:
- A sectorial environmental and social assessment aiming to integrate analytical and participatory approaches into strategic decisions, and to include environmental and social considerations in sectorial policies, plans and programmes.
- An in-depth examination of the environmental and social audit of the SNPT to highlight the strengths and weaknesses of the SNPT-funded audit, and propose recommendations to bring it into compliance with best international practices and relevant World Bank requirements.
- At the request of SNPT, a capacity building programme for SNPT employees and those of other mining companies was developed and implemented.

While the overall objective of the FLEGT Voluntary Partnership Agreement is to contribute to the strengthening and improvement of forest governance and sustainable natural resource management, and tackle climate change by reducing GHG emissions in Liberia, the specific objective of the Independent Auditor of the System (AIS) is to audit the Legality Verification System (LAS), identify gaps, assess the effectiveness of corrective measures and verify the use of licenses when entering the EU market.
The audit of the LAS must reassure operators and authorities that the FLEGT authorisations issued (result of the LAS) are in conformity with the commitments entered into under the VPA and give the FLEGT license to be issued by Liberia, the credibility on which the entire FLEGT system is based.

In the Republic of Djibouti, public water and electricity services are the prerogative of two public companies (ONEAD and EDD respectively). The critical situation of water resources for the capital led the EU to fund the PEPER project, whose main purpose is to produce drinking water through sea water desalination. Desalination is an energy intensive technology. A reform of the two institutions is necessary for the fulfilment of PEPER.
The general objective of the technical assistance provided by SOFRECO is to establish a review of the current situation of ONEAD and EDD (technical, strategic, organisational, accounting, financial and IT), and to support the measures endorsed by the Government in the overall framework of the reform of the management of public establishments and companies (EEP), in order to set up a stable institutional and regulatory framework for the water and energy sectors.

The technical assistance will thus endeavour to support the Government of Burundi in determining its capacity to reduce GHG emissions, and its efforts and needs in terms of adapting to climate change, taking into account domestic and international processes as well as requirements for comprehensiveness, transparency and ambition as negotiated under the UNFCCC.

While the general objective of the VPA (Voluntary Partnership Agreement) is to help build and improve forest governance and the sustainable management of natural resources in the Republic of the Congo (and thus fight climate change by reducing GHG emissions, and limit biodiversity loss), the specific objective of the assignment of the Independent Auditor of the System is to audit the legality assurance system (LAS), identify gaps therein, evaluate the efficiency of corrective measures, and check the use of licences upon entry into the EU market.
The audit of the LAS must reassure operators and authorities of the fact that the FLEGT licences issued (resulting from the LAS) comply with the commitments made under the VPA and give the FLEGT licences delivered by the Congo, the credibility on which the entire FLEGT system is based.
