Identification and design of a programme to support job creation in the agriculture sector in Kenya ( 2018 - 2018 )
The purposes of this contract are as follows:
- to design an Action Document
- to ensure that the proposed programme design is aligned with the Government of Kenya's priorities, policies and programmes, and is complementary to other development partners' (in particular EU Member States') initiatives
- to assess the conditions under which EU aid will have a structural impact by transforming agriculture and creating meaningful job opportunities for youth and women in Kenya.

This mission provides methodological and organisational assistance to the Programme Management Unit in order to achieve PRODEFIL’s objectives. Technical support is provided in the fields of territorial governance, training-action, the development of agro-pastoral value chains, support to private economic initiatives, and the development of SMEs.
Support to the Agricultural Small and Medium Enterprises Project (SASME) ( 2017 - 2021 )
The Consultant is providing global project management support for the SASME project, assisting the National Project Coordination Unit (NPCU) in the overall management and coordination of the activities of the SASME Project. The objective of this project is to improve access to finance for agricultural SMEs via the Agricultural Development Programme (MALR credit fund body) by:
- increasing Agricultural Development Programme lending through the creation of an additional fund dedicated to SMEs;
- providing technical assistance to key stakeholders in agricultural finance;
- increasing SME absorption capacity by establishing an agricultural credit guarantee scheme;
- improving the productive efficiency of the dairy sector and marine aquaculture sector and the efficient use of the resources allocated to them;
- addressing cross-cutting issues.
Technical assistance in support of the promotion and development of new tools for agricultural statistics ( 2017 - 2019 )
The objective of the technical assistance to the Department of Strategy and Statistics (DSS) of the Ministry of Agriculture and Maritime Fisheries is to support the promotion and development of the agricultural statistics system in Morocco. The project will enable the development and design of two systems for processing agricultural statistical data: (i) an operating system for the National Agricultural Register; (ii) an information system for accountancy data on agricultural holdings. It will also act as a communication channel for the EU’s AGRI 2 programme.
Technical assistance for the MINAGRI in implementing the Banana Accompanying Measures (BAM) Programme in Côte d'Ivoire ( 2014 - 2021 )
The banana value chain support programme is the result of two support mechanisms, the Special Framework of Technical and Financial Assistance and the Banana Accompanying Measures (BAM). The main objective of this technical assistance is to build the MINAGRI's capacities so that it can implement the BAM in order to enhance the competitiveness of Côte d'Ivoire's banana value chain on international markets and ensure the value chain's viability. This will create local added value while helping to improve the living conditions of the local population concerned.
Technical assistance to the Monitoring and Coordination Unit of the Support Programme for Reconstruction of Grassroots Communities ( 2016 - 2018 )
Technical assistance to the Monitoring and Coordination Unit of phase 1 of the Support Programme for Reconstruction of Grassroots Communities (PARCB 1, EUR 19 million), that aims for the restoration of social services and social cohesion, as well as support for the economic resilience of the populations affected by crises and conflicts.
The support is provided for the award of 39 contracts, from the preparation of the documents (ToR, tender documents, etc.) through to the supervision of implementation.
Technical assistance for the development and sustainability of the coffee, cocoa and pepper value chains ( 2016 - 2020 )
The Smallholder Commercial Agriculture Project (PAPAC, 2015-2020, EUR 2.8 million) aims for the development of smallholder plantations, with the objective of enabling 3500 households to have a viable, professional farm in the organic and/or fair trade cocoa, coffee and pepper value chains.
The technical assistance provides general support to the Project Management Unit to carry out the PAPAC, and specific support to four cooperatives on their road to autonomy.
Technical assistance to the Myinkun and Kanni Pump Irrigation Projects in the Central Dry Zone of Myanmar ( 2016 - 2020 )

Support to the contracting authority of the Ministry of Agriculture for the implementation of the Agricultural Sector Support Project (ASSP) and the West Africa Agricultural Productivity Programme (WAAPP) ( 2012 - 2017 )
Technical assistance to the contracting authority in the following areas: (i) reform of the Ministry; (ii) preparation and setting up of the results-based management system; (iii) strengthening of the monitoring-evaluation system; (iv) strengthening of fiduciary management; (v) technical support to the central and regional directorates and specialised agencies in their respective areas of competence; (vi) skills transfer and staff training in the relevant units; (vii) progression towards the PNIASA’s implementation following a sector wide approach.
