Cambodian Rubber International Certificate Issuance and Commercialization Support ( 2005 - 2009 )
The main objective of this project is to increase income for all stakeholders in the Cambodian rubber commodity chain. It aims: (1) to reorganize the commodity chain to achieve better commercial equity between the different stakeholders; (2) to secure additional currency earnings for the country in order to rectify an estimated loss of 8 million dollars per year due to discounting of Cambodian natural rubber on the international market; (3) to ensure higher employment in the sector on both smallholdings and estates.
Feasibility Study and Project Management Consultancy for the Construction of the Ibn Sina College of Nurses ( 2020 - 2021 )
AFD was approached by the Palestinian Ministry of Health (MoH) to finance the relocation and expansion of Ibn Sina College for Health Science (ISC), specialised in nursing and midwifery education. AFD considered new funding to ISC to be granted in 2020, where it could finance the construction and equipment of the new building, technical assistance to develop new curricula, an e-learning programme for ISC’s students and other students or allied health personal working in the Gaza Strip, and the establishment of partnerships with other nursing schools in the region or elsewhere.
A series of studies (fixed phase) was carried out to gain the AFD’s technical and financial approval of the planned project (optional tranche) before presenting the project to its board for a loan grant. Conseil Santé, SOFRECO and their Palestinian partners (UG and JUZOOR) were in charge of the feasibility study of this project in view of the validation of the financing by the AFD board of directors.
Ex-post evaluation of the Programmes of Support for Basic Social Sectors (PASSOBA) in education and health ( 2020 - 2021 )
The main objective of the Programmes of Support for Basic Social Sectors was to improve access to health and education services for vulnerable populations in nine regions of Madagascar. The evaluation used the five Development Assistance Committee (DAC) criteria (relevance, effectiveness, efficiency, sustainability and impact), the two specific EU criteria (EU added value and coherence with the EU strategy and with other Member States' actions) and took the cross-cutting themes into account (gender, the environment and the rights-based approach). An overall and independent analysis of the performance achieved during the implementation of the programmes has been carried out, in order to provide points for reflection for EU cooperation programming.
Support in the process to develop a roadmap for the transition of the management of acute malnutrition by the State ( 2019 - 2019 )
This assignment aimed to support the Ministry of Public Health in planning the different stages of the gradual transfer of responsibilities and actions to manage acute malnutrition to State services with the support of its partners from the health sector.
Conseil Santé provided a public health expert to support the participatory process to develop a roadmap to plan the different stages of this gradual transfer, to facilitate communication and negotiation with the other Ministries concerned (in particular that of Finance and of the Public Service), and to advocate for the sustainable funding of these activities. This roadmap was the result of a participatory process involving all of the stakeholders concerned at the central, deconcentrated, and local authority levels.
Digital4Women: How to enable women’s empowerment in Africa by mainstreaming digital technologies and services in EU development programmes ( 2019 - 2020 )
The overall objective of this assignment was to contribute to bridging the European Union’s “Digital4Development” (D4D) strategy and Gender Action Plan (GAP II) to accelerate women’s empowerment in EU digital-related programmes.
The specific objective was to deliver recommendations on the implementation of the European Commission’s D4D approach, which enables and boosts women’s empowerment in digital technologies and services in Sub-Saharan Africa.

The objective of this capitalisation process was to learn from the programme of construction/rehabilitation of health structures, medical equipment supply and maintenance of constructed or rehabilitated sites through the Project of Support for Health Supply and Demand (PAODES) and the Project of Support on Health Governance (PAGOSAN), to identify successes and failures and to derive recommendations for future action.

Diagnosis of health infrastructures ( 2018 - 2018 )
This assignment for the diagnosis of health infrastructures was part of the implementation of the Health Sector Support Programme (PASS) in Mauritania financed by the European Union under the 11th EDF. The main objective of the mission was to draw up an inventory of the Ministry of Health’s public health facility priorities in the wilayas of Brakhna and Trarza and in the city of Nouakchott, and to determine the needs in terms of rehabilitation, extension or complete construction taking account of electrification (solar, etc.) and water requirements, and the integration of gender- and environment-related components.
The secondary objective was to provide support on the updating, improvement and standardisation of the building standards of basic health facilities to Mauritania’s Ministry of Health.
Transformation of the master plans of the general reference hospitals of South Ubangi, Kwilu and Tshopo - phase 3 ( 2018 - 2019 )
Master plans for nine general reference hospitals (GRHs) of South Ubangi, Kwilu and Tshopo were prepared in phases 1 and 2. On this basis, the teams of nine general reference hospitals (GRHs) decided which infrastructure should be financed in priority under Enabel’s Programme in support of provincial health divisions (PADP).
A pool of health infrastructure experts composed of international technical assistants and local engineers was therefore set up to support the actions for the preparation of the technical specifications, works supervision and monitoring of the public procurement.
The services concerned the following infrastructure:
- for the province of South Ubangi: the operating theatre of the maternity of the GRH of Tandala, the emergency and medical imaging unit of the GRH of Bwamanda, and the medical imaging ward of the GRH of Gemena;
- for the province of Kwilu: the operating theatre, the laboratory and the sterilisation room of the GRH of Mokala;
- for the province of Thopo: the maternity ward of the GRH of Makisso-Kisangani, the medical imaging unit and the laboratory of the GRH of Lubunga, and the medical imaging unit and the admissions office of the GRH of Kabondo.
