Support the Ministry of Industry in elaborating industrial policies for seven sectors particularly affected by the partnership agreement with the European Union and characterised by a currently large public sector presence: textile and clothing, leather and shoes, cork and wood, cellulose, foundries, plastics and polymers, and mechanical parts and subcontracting.

Improvement of the implementation and enforcement of competition law and state aid control, and furthering the legal reform in the fields of state aid and competition law by the increasing awareness and understanding of state intervention in the economic life of enterprises and by bringing the legislation closer to European competition principles and guidelines.

Assessed the pre-election situation in the light of international standards for democratic elections and Tanzanian legislation. The assessment covered the: (i) political situation, (ii) legislative framework, (iii) election administration, (iv) human rights and fundamental freedoms, (v) media, (vi) voter registration, (vii) party and candidate registration, (viii) security aspects, (ix) logistics and operational matters, and any other relevant issues relating to the elections and the possible deployment of an Election Observation Mission of the European Union.

Assessment of the current information management system of the various programme clusters, and provision of recommendations and tools for the improvement of the monitoring, evaluation, reporting and analytical capacity of the project. The aim of the project is to contribute to the social and economic development of CHT, enhance political stability, and promote respect for rights of indigenous communities including solutions to long standing issues.

Technical assistance to the Ministry of Public Health for the preparation of the new Project to improve the performance of the health sector and the fight against HIV/AIDS, which will use a new method of financing: results-based financing, in order to achieve its results. Services provided by a team of 4 experts in order to develop and fine tune the performance indicators that will be bases for disbursement; calculation of unit costs of each health care service linked to performance indicators and proposal of incentives to be paid to health structures on the basis of the achievement of the indicators; development of data collection tools at the level of the health structures, the information channel to the central level and the Health Information System (HIS) in general; development of a project procedures manual including the institutional organisation, the action plans, the budget and the fund transfer procedures and disbursement modalities.
