Services provided by a team of 4 experts in order to develop and fine tune the performance indicators that will be bases for disbursement; calculation of unit costs of each health care service linked to performance indicators and proposal of incentives to be paid to health structures on the basis of the achievement of the indicators; development of data collection tools at the level of the health structures, the information channel to the central level and the Health Information System (HIS) in general; development of a project procedures manual including the institutional organisation, the action plans, the budget and the fund transfer procedures and disbursement modalities.
