Support to and promotion of the Moroccan Ministry of Health’s (MoH) institutional and hospital reform project; contribution to strengthening health monitoring and safety; establishment of a national accreditation programme for MoH public health laboratories within the framework of the quality assurance national plan; and promotion of the development project for technical and scientific research within the health system.

The general objectives of the present technical assistance were: (1) to provide the National Hygiene Institute (NHI) with modern statutes and missions that take into account its assets, the national policy and the context of biology in Moroccan public health, the European acquis and WHO recommendations; and (2) to strengthen, through reorganisation and restructuring, the NHI and the network of public health laboratories in order to create an efficient tool for the country’s public health, monitoring, epidemiological monitoring and health security, as a compliment to the existing clinical surveillance network, in conformity with the acquis communautaire and in the context of bringing the NHI closer to the international network of national laboratories currently being developed by the WHO for the country’s preparation and response to epidemics.

Assistance in the restoration and stimulation of the health sector and support to the Ministry of Health and Public Hygiene (MHPH) in the formulation of policies and strategies (particularly sector reform), their implementation and their monitoring/evaluation. Implementation of the necessary tools for the planning, monitoring and evaluation activities of the MHPH to contribute to improving the performance and impact of the European Commission’s interventions.
Assignment of a doctor specialised in public health.

This mid-term evaluation is to introduce a rider prior to the next operational Committee in order to revise the log frame and to potentially extend the implementation period of the project up to the second semester 2021. The recommendations should be concrete, operational and directly actionable.
The main users of these two evaluations will be the European Commission (headquarters and European Union Delegations in Burkina Faso and other countries where the International Trade Centre-Ethical Fashion Initiative (ITC-EFI) programme is being deployed; ITC (headquarters); ITC-EFI (programme team) and all related national stakeholders from Mali and Burkina Faso in particular, but also other European social enterprise stakeholders.

Technical assistance to the MoH at central and peripheral levels of the health system: situation analysis, planning, budgeting, training. Support to the definition and implementation of the health information system, to the essential drug national policy and  to the decentralisation of the services. Support to the donors' coordination and overall coordination and monitoring of the European Union's health projects.

- Strategic framework for the development of regional and continental infrastructure in four sectors (Energy, Transport, Information and Communication Technologies (ICT), and Transboundary Water Resources), based on a development vision for Africa, strategic objectives and sector policies.
- Infrastructure development programme covering the period up to 2030.
- Implementation strategy and priority action plan.

The purposes of this project are as follows:
- To undertake activities that will help the operationalisation of a new civil aviation training centre in Istanbul by developing an effective training policy, programme, curriculum, and other necessary policies and documents focused on safety and security aspects based on the EU acquis and relevant international legislation in the air transport sector.
- To ensure the visibility of the training centre by developing a communication campaign targeting stakeholders and the general public in Turkey and abroad.
